Hongkong, 11th December, 1923.

On Saturday 8th December Mr. Eugene Chen handed

to me your letter of 4th December and he has today given me a

memorandum in which you state the modification which you are prepared to make in your claims to the revenues of the Maritime

Customs.

I am greatly obliged to you for the frankness and courtesy with which you have set out your views. You will, of oourse, understand that it is not for me to express any views as to the policy determined upon by His Majesty's Government but I have telegraphed to the British Minister at Peking and to the Secretary of State for the Colonies setting out fully the representations which you have made to me.

It is my earnest hope that some means may be found of avoiding any action which would endanger the main- tenance of those friendly relations between Hongkong and the neighbouring provinces of China which we agree in regarding as essential to the real interests of both.
